No, it's not the same, here you can customize everything at no cost (OS type, server side language, DB, libraries, access type, etc.). It's just a matter of personal will :)
There is no ISP I'm aware of that offers a service like this freely. If you find one let me know!
Of course hosted sites can't be high volume traffic ones, only personal homepages or small sites will be accepted.
